I am perfectly content with the information you have provided me with
thus far.
I see now that the FCKEditor templates are turning enablecfoutputonly on
and off. I also noticed that there are several of those templates that
turn it on and don't turn it off. I'm not bothering to edit the
FCKEditor templates so as not to create another monster if we ever
upgrade FCKEditor.
I will add cfsetting enablecfoutputonly="false" at the top of templates
that I find problems with. So far that is fixing the problems I have
found thus far.

Yep, that would cause the cfoutput only behavior to occur I think you
found your problem. It's silly, but if you turn it ON twice you have to
turn it OFF twice to remove it.
