What you're looking for is a CMS (Content Management System). There are a ton of free solutions out there, but if you want to stick with ColdFusion, check out Mura (http://www.getmura.com/)

I have to make this extremely user friendly because the staff at the
church have minor computer skills. I was thinking of having an
additional Admin login for them and then webpages with data entry
boxes that would store their messages in the database and then all the
main website pages would build their pages from those database tables.
That way all content would be easily modified without changing code.

I am mainly an Oracle PL/SQL developer by profession so I have limited
abilities other than my own training on web design.
So you can see why I am looking for a template to jumpstart this
project.

If this is not doable then the church will have to go to some site and
pay to have it designed and built which could be costly.
