I've used 8825 drivers on the CRAMPS board without issue, but stepper
drivers can be pretty easy to kill (most of them don't like it if the
motor ever disconnects with power on, which includes loose connections
while things are moving).

To test, I typically just try them in-circuit.  Since your problem
seems to be with the enable, make sure the enable signal is low at the
driver input.  If that is correct, try setting the drive current with
the resistor.  If the drivers are working properly, you should be able
to dial the current down to the point where you can turn the motors by
hand (they may still be "locked", but with less holding torque).  If
setting the current has no effect, you have almost certainly got a bad
driver.
