Is that why websites such as this one from the National Weather Service
don't work, or work very well?

I've tried just about every browser for Mac I can get my hands on, under
either 9.1 or X. IE 4.5 is the only one that works fairly consistantly, with
a slight problem of a memory leak that requires me to restart the
application occasionally. IE 5.0 OS 9.1, none of the links or buttons work,
although the animation doesn't work. Under IE 5.1 or any of the other OS X
browsers, the java buttons go all wacky, or the appication simply crashes
all together.
