NON é possibile, non esiste un database dei macaddres, per rintracciarlo dovresti rivolgerti a chi produce la schede di rete e, al massimo, riusciresti a individuare l'importatore e il rivenditore, non di sicuro l'utente, ma solo il lotto, ma questa cmq é fantascienza....
Lo puoi però bloccare in modo che non acceda alla rete...
