All this is crammed into a rather small room (17 m2) with little lighting.
The
only condition I can come up with would be the lack of ground wires in the
house.

That could be a factor, but I'm not sure. Anyone else have any ideas?

No way! We have 3 switches in one building for the backbone-these connect
the cross-campus fiber run, the runs to other floors, the servers, and the
hubs for the machines in the lab, and the other has 2 switches for the
computer lab machines, the router, and the runs out to other hubs on
different floors.
