The fact that you can see other computers via appletalk indicates 
that the network interface you are using is physically working.
Do you have an airport card installed? Are you trying to use it for 
DHCP or are you using the ethernet jack?
If it is the airport, you may have security installed on the base 
station to prevent access, the network admin would have to add your 
airport card to the list.
If it is the ethernet jack, make sure you have selected that port in 
the TCP/IP control panel.
