Following up my original post:

I'm too sleepy at this moment to reply to the specific suggestions made in response.
But I want to add some new information.
Under 9.1 and 8.6, when the computer would shut down, I would see a Remote Access
status box on the screen with a message something like 'Waiting for Remote Access to
Disconnect' or 'Terminating Remote Access'. This would last for a few seconds, then
most of the modem's red lights would go off and the computer would shut down. I could
pick up the phone and it would be free. Now, the computer apparently makes no attempt
to shut down the connection before shutting itself down. If I pick up the phone, I
still hear the modem sound on the line.
I'm presuming it's normal for the Mac to automatically close the internet connection
when it's shutting down.
I don't know if this is related, but the script called 'Remote Access Disconnect
Script' that comes with the system doesn't do anything!
Here's the text of the script:

end run
When I try to run it under the Script Editor, I get the following error message:
>�script� doesn't understand the �event netwRMst� message.
When I try the simplified script:
on run
�event netwRMdc�
end run
I get the same message but with the event name changed to �event netwRMdc�.
Perhaps there's some scripting addition that I need that's no longer where it should
be?
