I use airport on a firewire G3 PB, OS 10.2.8; to enter a WEP key in internet connect, I have to prefix it with a $ character, according the manual that came with my wireless Asante router. I don't know if that would apply also to OS 9.

By the way, I am able to use the Orinoco setup fine at other locations
but have not used it with a WEP key before.
