As others have said, you have to manually enable Appletalk.

Also, beware: Tiger - OS X 10.4 - /only/ supports Appleshare over IP,
*not* Appleshare over Appletalk. It will browse over Appletalk but
*not* connect, and others cannot connect to it. This means 10.4 can
only internetwork with MacOS 9.x machines; MacOS 8.6 and earlier do
not support Appleshare over IP without 3rd party software (called
something like Shareway).
