There's always Directory Server and WGM can operate in both local and networked 
domains. What you may mean was that only the local domain is being used for 
accounts, but this makes no difference to not being able to select users from a 
drop down list in loginwindow.

"Looks" being the operative word. loginwindow is, of course the same. 

Users should not be logging into the console of a server, and if they do 
presenting potentially thousands of users in a list would not only be 
prohibitive, but due to how info about them must be captured to be used by 
loginwindow the potential latency to gather this would be prohibitive.

What is it you're trying to do? If it's "enable users from a pull down in 
loginwindow under OS X Server" that's not supported.
