After a good sleep I came up with the solution. I provided the _www user with a bash shell and a password via dscl. I then created a .ssh and .subversion folder, chown to _www for these and also made gave the folders 700 privilege. From there I used ssh-keygen after logging in as _www. Fairly conventional from there on in.
