It's extra packages, just like it always has been.  All the way back to 10.2 
you could make a desktop OS X box an OS X server box by installing the server 
package.

An install script can do this.  I don't know that there ever was much tuning 
difference though.

Other than the lack of boot media for restoring from a disaster I don't see why 
everyone is having such a hard time with this.  I am thrilled that server is 
only $50 now!
