Folks,

I did the following steps.
- Using Keychain Access I removed the ~/.ssh/id_dsa key.  Then I deleted it: rm 
 ~/.ssh/id_ds*.  Then I removed the authorized_keys file on the Aix machine 
from syb's .ssh directory.
- Generated new key, this time a type rsa without a pass phrase followed by the 
instructions here:
http://www.cyberciti.biz/faq/ssh-password-less-login-with-dsa-publickey-authentication/

Now cron on my machine is happily executing scp and ssh commands without asking 
for a password from a cron script.

I still do not know what is the difference that made it work.  Theoretically 
should not be a 'hv' difference between the two.  My suspicion is the pass 
phrase, but if there is a pass phrase, ssh-agent $SHELL followed by ssh-add 
should take care of it, and I did that previously.
