Can't answer your question, but with that number of rules I would HIGHLY 
recommend a ma processor on the server-side. Something like procmail. 

I have two recipes in procmail that sort the majority if all my mail across 
several accounts, and another few dozen recipes for special cases.

The first rule scans for addresses from friends and family and the second 
catches all the mailing list messages (yes, I have one recipe that grabs all 
the mail from lists, then I have a second sub-recipe to sort it into monthly 
mailboxes).
