When I went back and reviewed what the criteria were supposed to be, I found nothing concrete. In fact, it appeared that the whole "learning" meme was little more than a vague marketing promise made at early introduction, and not really repeated afterward. So I concluded that Mail really doesn't get "taught" anything and I should stop expecting it.
