I can't answer #1, but I assume the "hot file" you're referring to is part of the Hot File Adaptive Clustering that was introduced in 10.3. From http://osxbook.com/book/bonus/misc/optimizations/#THREE : "Hot File Clustering (HFC) aims to improve the performance of small, frequently accessed files on HFS Plus volumes. This optimization is currently used only on boot volumes." More details in the linked article about what it is and how it works. I don't know how you would reset that, though. Historically, some disk defrag tools didn't understand what the hot files area of the disk was and would move files in and out of it as if it didn't exist as a reserved area, but after defragmenting, it would be rebuilt over a few days as the OS re-learned what files it should store there.
