yeah, Growl comes with GrowlTunes, prety similar to what the OP wants;
i wanted to mention that another free tool, QuickSilver, provides iTunes notifications, also using Growl but independent of GrowlTunes; the QuickSilver feature notifies when starting play, including when resuming play; GrowlTunes only notifies when starting play of a _new_ track, but displays more info including the star rating of the track
neither notifies when play is paused -- if you can't find something to do notifications on iTunes pause, and you really want that, an AppleScript could easily poll iTunes play status every few seconds and use Growl to notify when paused
