No, this feature has no effect on airport express firmware operation. USB is still limited to external media/printers only. It's not that it's not capable, apple just hasn't provided the proper drivers with the airport firmware to permit your desired functionality unfortunately. But if you get a Ethernet scanner this would be a different matter and the only hurdle to your functionality existing would be a proper port forwarding configuration.
