Lots of solutions (as the serverfault site suggests). The easiest I find for my (non-critical) Web sites is just to put them in Safari "Top Sites" and then have any new window or tab open with "Top Sites". It's pretty easy to see from there if the site is up or not eventually.
For my mail server I use a free Web service that regularly checks the mail server is up and emails (of course, to an alternative email address that I also check) if it not up (which can also tell me when the server goes down).
