This the means whereby you can set up access keys (shortcuts) for your website. 
Control-B, for instance, might be set up to transfer to your weblog page, 
control-F could go to your forum page, etc., without the user having to click 
on links to get there:
 <a href="weblog.html" accesskey="B">
It seems the recent versions of Safari ignore the accesskey html keyword.
