Free in France, not exactly at the cutting edge of technology, offers a fax service that seems to work world-wide -- you feed it a PDF and it sends it off as a fax. As with all faxes, you can forge the signature and anything else you feel like forging, providing your correspondents with the security they so witlessly demand.
