Depending on what you mean by 'editable', you can build a PDF document with, among others, PDFpen (several versions, depending on budget) and Easy PDF (at least two versions, depending on budget). > What software would the recipient (Mac, iOS and Win) need? > If they just need to fill out the form, nothing.
