Yes, as I said the main function is syncing, but it does include a feature that 
allows it to play songs from your collection from across the Internet.

Yes, I believe it does.

Not sure if it will be able to help with that (see below).

The way this would work would be you install one copy on your machine at home 
(attached to your main iTunes library) and then use the another copy of the the 
software to play your songs on your laptop (or other remote machine, even 
Windows machines).

Now I am not sure if it would increment track counts in iTunes when you play 
them remotely ...
