Yes, there are tons of free and paid for WordPress themes that are 
responsive. Visit wordpress.org for details and if you want to see if your 
wife can use WordPress well, have her get a free wordpress.com account and 
she can play around with it and the limited themes they have. WordPress is 
an amazing content managmement system, and it has thousands of plugins as 
well.
