I don’t know if Garageband can do that. For such cases I’ve always used Transcribe. It allows full editing and adjusting of pitch, tempo, time, compression, equalization, phasing, etc. for any audio recording. I’ve used it extensively. It has a free 30-day trial period, after which it’s $39.
