You are going to find some external bluetooth cameras, but none of them
are going to work with any iPad at this point. In order for it to work Apple
would have to support (at least) the "Basic Imaging Profile" from the Bluetooth
profile, and they do not:

Look at the list in the table of contents under "2.2 Profiles", there
is a "Audio/Video Remote Control Profile", but not one for getting images (or
video). Without that support there is no way that an App can talk to a device
over Bluetooth to do that.
There are external cameras that support WiFi, and their own protocols
to deliver photos (maybe even video), and WiFi is a lot more open, so something
could probably be worked through that route, but Bluetooth is out for the
moment... Note that I have no knowledge about what will be unveiled at WWDC in
a few weeks, but I would be surprised if this was unveiled there.
