The App Store doesn't care if you've downloaded it before, and it doesn't care if you've already installed it. What it does care about is if the installer is already on your Mac somewhere, and it's pretty aggressive about looking in all of your mounted volumes. So search thoroughly for any existing copy of the "Install macOS Sierra.app" bundle and move it offline. That's the only way to change the App Store button from "Downloaded" to "Install" or "Download".
