The smc fan control apps allow you to set a baseline fan speed to supersede the default setting. So, there is no danger in setting it too low because the system will override it as it deems necessary.
It’s up to you to determine what a good baseline fan speed is, per machine. I have an older MacBook Pro that needs the fans set higher than default (about mid-way) or it tends to become very hot. I also have 1 iMac that always runs hot (too hot to touch!) due to a bad temp sensor, so I set it to 3/4 max. For those machines, smc fan control is a Good Thing.
