I’ve never used iCloud drive myself, because I don’t like putting my stuff in 
the cloud – but if you pull up a Finder window and click in the left-hand 
column on iCloud Drive (assuming you have that icon enabled), it specifically 
says that you can share files with other Mac and Windows users, so I know 
that’s possible.
