Finder window behavior hasn't changed in Catalina. The "Open folders in tabs instead of new windows" checkbox controls behavior when a folder is not opening in-place, such as Command+Doubleclick, when Toolbar & Sidebar are visible.
As always, when Toolbar & Sidebar are hidden, Finder always opens folders in new windows (not tabs).
