I didn't know you could use 'open' in that way, but it looks like it should 
work.

On the other hand, have you tried using -AppleLanguages? 

This works for me (on Big Sur):

/System/Applications/TextEdit.app/Contents/MacOS/TextEdit -AppleLanguages 
'(fr)' &

Just make sure that TextEdit.app isn't open yet.
