Checking back through this list's archives, the error does seem to be 
a known issue when installing perl 5.6.1 through CPAN if it was set 
up to run under a user rather than root, not my case though.

  I checked perllocale where it cites the above error message, where 
it says it is caused by the machine environment not being set up 
correctly though this doesn't explain why I  _didn't_ get this error 
installing Perl on another computer set up identically, running the 
same OS version.

What now? any suggestions of ways I can set the machine locale?
