Thanks everyone. The developer tools I installed is the developer tools from Jaguar. I don't have the Panther developer tools. But I will get it.
Is there an easy place to buy the tools from? Apple seems to want to sign me up as a developer, etc.

This message often means that the developer tools haven't been installed.
Did you upgrade to Panther from an older Mac OS X? If so, did you also upgrade your developer tools? If not, you need to.
Are you certain you installed the correct developer tools package? Panther needs Xcode, not Project Builder.
