(sips?) Re: Converting PDF to JPEG

This sips application sounds interesting. Where do you get it? I'm 
running OS X 10.3.3, but "man sips" produces nothing. I looked at
   http://www.apple.com/applescript/imageevents/
but I couldn't find anything to download. A search for "sips" at 
Apple Developer Connection returned nothing.
