Yes. With Jaguar it's called the Developer Tools Disk. It has its own installer, so you would have noticed. You can also download it from Apple. You have to join as a developer, but that's no big deal. Then just make sure you get the Developer Tools appropriate for your version of OS X. (With Panther, the Developer Tools became XTools.)
