I can now build for Deployment, but not for Development (although I don't
really know the difference!)
It's only important for Objective-C or Java apps. Development includes debugging info in the compiled binary - which doesn't affect Perl code, since it's simply copied into the Resources/ directory anyway. It also enables ZeroLink - again, no effect, since Perl isn't linked.
