Only the final "make install" step needs to be run as root.

If you start the CPAN shell with "sudo CPAN", every step will be run as root. I've heard a bit of low-level grumbling now and then, about gratuitous use of root to run the steps that don't strictly require it. But I don't know a single person who's felt strongly enough about it to actually live without the CPAN shell - the risk is absurdly low, and the shell is too convenient to give up without a damn good reason.
