Why hand install modules when the Perl CPAN or CPANPLUS modules can
install to alternate locations for you?

That's not the same thing.

I'm not talking about configuring them to install in an alternate location, I'm talking about copying the files somewhere other than their installation location they were configured for.

It's not a technique that's unique to Mac OS X, or to Perl - it's very widely used to make packages for Fink, DarwinPorts, Solaris, and a variety of BSD & Linux distros. Google for "making packages DESTDIR".
