to be honest, I'm not absolutely sure what you are asking. Hope this helps:

MacPerl defines two environment variables by default (->Preferences... ->Environment). 
Here are my settings:

    USER=Tom
    TMPDIR=MacintoshHD:Temporary Items:

If these variables aren't properly set on your machine, you can set them manually: 
USER can be any name (string) you like and TMPDIR can be any existing directory on one 
of your mounted volumes (harddisks). To re-define USER for instance, select it and hit 
Remove Variable(s)... and then hit Add Variable... and edit the Name and Value fields 
(there's no Change Variable... button). If the Value is a file or folder (TMPDIR), use 
the File... or Folder... buttons.

Regarding cpan-mac, the Readme advises you to define two additional variables (if you 
want to use the CPAN-shell): HOME and EDITOR. While HOME can be any directory (see the 
Readme), EDITOR should be a four-character creator ID of your favorite text editor. 
E.g.

        HOME=MacintoshHD:Tmp:
        EDITOR=R*ch     (for BBEdit)
or      EDITOR=MPS      (for MPW, note that the 4 th char is a blank)
