I don't quite understand the problem you're having.

That URL looks wrong, and I don't get that.  I get
ftp://ftp.perl.org/pub/CPAN/authors/01mailrc.txt.gz.  Could you possibly
have that URL wrong in CPAN::Config?

As to the hard restart, this might be related to some other open bugs we
have.  I'm not quite sure.

What do you mean, creates a duplicate folder?  In your dump, I see two
different folders:

        Hard Disk:Applications (Mac OS 9):MacPerl Ÿ:
        Hard Disk:Applications(Mac OS9):MacPerl:

I dunno why that might be.  Do you have HOME set to the latter?  Also check
cpan_home in CPAN::Config.
