I have a question about the master_sites sourceforge setting.
If I use the following the download doesn't work:
master_sites sourceforge
But if use this, then it works:
master_sites sourceforge:portname
Is this intentional or a bug by macports (or me)?

Sounds like a bug to me, which port are you talking about?
By default, the mirror subdir is ${name}.
