This is not true anymore. Trac now automatically emails the reporter
and the assignee. A ticket should be assigned to the port's
maintainer if possible, and the assignee and maintainer do not need
to appear in the Cc line. However if the maintainer does not appear
in the assignee drop-down menu, then the maintainer should be listed
in the Cc field.
