but I think that the situation that devel-ver < stable-ver is very rare. I've never seen it. (By newer, you means the version number is greater, right?)

boehmgc (7.0) is newer than boehmgc-devel (6.3alpha6)
php5 (5.2.5) is newer than php5-devel (5.2.5RC2)
swi-prolog (5.6.50) is newer than swi-prolog-devel (5.5.36)
sylpheed (2.2.3) is newer than sylpheed-devel (2.2.0beta7)
tin (1.8.3) is newer than tin-devel (1.7.10)
wxWidgets (2.8.7) is newer than wxWidgets-devel (2.8.6-rc1)
yap (5.0.1) is newer than yap-devel (4.5.6)
zeroinstall-injector (0.31) is newer than zeroinstall-injector-devel (0.30)

Some ports are already updating the -devel port to the same version as the regular port:

Etoile (0.1.9) and Etoile-devel (0.1.9)
mpd (0.13.1) and mpd-devel (0.13.1)
