We've gone over the Trac permissions before. They are set the way they are on purpose. You should be able to find a ticket or two to comment on if you want to continue the debate.

Correct. Adding the maintainer to the Cc line would also work in a
pinch.

Just a email is easy to miss, I guess.

If I could assign maintainers to my tickets, I might help the
situation.

I would love it if anyone could assign tickets. But we don't have
Trac set up like that.

Who is the administrator?
Just give non-maintainers TICKET_CHGPROP permission
so that we can assign ticket to maintainers.
