Which requires 2.

I meant a simple hosting infrastructure outside of the subversion
repository where the submitters and the committers could upload and
share their precompiled packages/archives: we already have the
archive mode and the support for RPM.

"DPLight" and the http://packages.opendarwin.org were naive
solutions but they could greatly help the committers to avoid
building themselves the lengthy dependencies which weren't of
their particular interest.
