Now that the very useful change of reversing @INC has been made r48955, will there be a rule of thumb for p5 dependencies already provided by perl5?
Option 1: Only have the dependency if the newer version is needed. Option 2: If the package is needed, included it as a dependency even if the base package is sufficient. Option 3: No rule of thumb on this matter. I would personally be in favor of Option 1 since it would lead to fewer surprises for users.
