Doesn't look related to me, the default value for configure.cpp is
something like /usr/bin/cpp-4.0.

Oh, whoops, I was confusing configure.cppflags with configure.cpp.

So right. /usr/bin/cpp-4.0 is the default value of configure.cpp, and is what we want to be there. (We want to use that specific version of cpp, and not whatever other version the user might have gcc_select'd.) What problems did you encounter with that value in your port, Toby?
