The ncurses dependency was added to gettext in r32719. The
DEPENDENCIES file says:
* GNU ncurses (preferred)
or libtermcap (discouraged) or a curses library (legacy).
+ Highly recommended.
Needed for the --color option of the 'msgcat' program.
