That's exactly how I felt about php command line scripts when I was trying to use them that way, but you know, I know php well, and I work quickly in it, and that's the goal. Doesn't really matter if it's the solution other people think is "right" if it works and you understand it. I did, in fact, end up using awk to accomplish this "replace a placeholder with the contents of a file" idea, in my Canviz project.
